Programmatic Reviews

The Programmatic Reviews bring together Cancer Quality Council of Ontario members, CCO’s executive team, senior staff and Ontario clinical leads with local, national and international experts to review an existing or emerging cancer system program. The group analyzes the program’s effectiveness and make recommendations to Cancer Care Ontario on strategic directions and improvements.

Colorectal Cancer Screening Participation and Follow-up (Fall 2017)

Participants

International, provincial, and internal expertise on colorectal cancer screening

Summary

  • Overview of the current state of colorectal cancer screening in Ontario
  • Patient perspective
  • Presentations by experts from Saskatchewan, Newfoundland and Labrador, Netherlands and the United Kingdom

The experts critiqued the colorectal cancer screening programs, addressing both the strengths of and barriers to implementing them.

Objectives

These objectives aim to improve participation and follow-up of abnormal test results in colorectal cancer screening in Ontario.

  • Review evidence, best practices and innovations.
  • Prioritize areas of action and next steps.

Outcome

Models of Care (Spring 2017)

Participants

International, provincial and internal expertise on changing models of care

Summary

  • Overview of the current state of the Models of Care program at Cancer Care Ontario
  • Patient perspective
  • Presentations by experts from across Ontario and Australia

The experts critiqued how we change models of care in Ontario, addressing both the strengths and barriers of implementing them.

Objectives

  • Determine key enablers and barriers to successfully change models of cancer care, including how to:
    • share knowledge about models of care
    • decide which models to implement
    • implement models of care
    • evaluate the impact of models of care
    • sustain and spread new models of care
  • Inform Cancer Care Ontario’s ideal role in enabling models of cancer care.
  • Develop recommendations for Cancer Care Ontario to improve its ability to set in motion and support models of cancer care that make the most of desired outcomes.

Outcome

Creation of a repository of resources and readiness assessment tool

Diagnostic Phase for Cancer (2016)

Participants

International, provincial and internal expertise on the diagnostic phase for cancer

Summary

  • Overview of the current state of the diagnostic phase in Ontario
  • Patient perspective
  • Presentations by experts from Denmark, Manitoba and the Ottawa Champlain region

The experts critiqued the diagnostic phase models and programs, addressing both the strengths of and barriers to implementing them.

Objectives

  • Review the current state of the diagnostic phase for cancer in Ontario including Cancer Care Ontario’s role.
  • Learn from other jurisdictions (national and international) about best practices for delivery of cancer diagnosis services.
  • Provide Cancer Care Ontario with recommendations for:
    • improvement in the cancer diagnosis process
    • future activities related to the cancer diagnosis process
    • future activities to improve quality of care received by patients and their families

Outcome

Development of a measurement framework and a cross-portfolio table.

Drug Funding Sustainability (2015)

Participants

International, pan-Canadian, provincial and local expertise in the area of drug funding

 

Summary

  • International speakers from the United Kingdom and Germany, as well as pan-Canadian experts from Ontario and British Columbia
  • Insights from provincial cancer agencies (or equivalent), assistant deputy ministers of health, clinical experts, academics, and patients and family members

This review was originally intended to focus only on Cancer Care Ontario’s Provincial Drug Reimbursement Program. The scope was expanded to address system drug funding sustainability. Every jurisdiction around the world grapples with this issue, largely because of increases in individual cancer drug prices over recent years.

Objectives

  • Identify and review the critical success factors of a sustainable drug reimbursement program.
  • Recommend a core set of strategic directions and improvements to:
    • maximize the effectiveness of cancer drug use
    • support overall system sustainability in a patient-centred way

Outcome

Development of pan-Canadian approaches to prioritization and real-world evidence

Ontario Cancer Plan 2015 – 2019 (2014)

Participants

International, provincial and internal expertise in the areas of patient experience and quality of life, sustainability, effectiveness, safety, transitions of care and equity

Summary

  • Presentations by experts from the United Kingdom, Australia, the United States and Ontario about best practices in their jurisdictions
  • Review and validation of the strategic objectives of the draft Ontario Cancer Plan 2015 – 2019 
  • Discussion of considerations for implementing initiatives to meet the cancer plan goals

Objectives

  • Review and validate the strategic priorities of the draft Ontario Cancer Plan 2015 – 2019 based on international, local and internal expertise.
  • Provide recommendations to Cancer Care Ontario on the Ontario Cancer Plan 2015 – 2019 initiatives and considerations for implementation to ensure the cancer plan encompasses leading practices and addresses the dimension of quality
